I've been trying to find this cartoon, like, FOREVER.

It's one of my oldest memories.

Rat-ta-ta-tat! Army!
Rat-ta-ta-tat! Navy!
Rat-ta-ta-tat! Le Department Sanitaire!

Turns out to be a Harveytoon from 1959. Man, that's old:

It ran on New York City television for most of the 60s. And now, it's minnnne, all minnnne!

I'm guessing channel 5 (WNEW as it then was, pre-Fox). I'm pretty sure they carried Casper and other Harvey Studio stuff, usually tied in with Sandy Becker or Wonderama.
